Chevron Japan Ltd (CJL), Oronite (COJL) is looking for a bilingual (English / Japanese) Finance and Planning Manager  for its Finance Dept.  The primary responsibility is to manage all accounting activities and to provide financial reoirts for the management team.  In addition, the person in this position will be responsible for providing expert counsel on financial matters to a variety of internal and external customers.  The position reports to the General Manager, Regional Finance and Planning in Singapore with dotted line to the president of Chevron Japan. 

Job Details:

Financial and Management Reporting

Provides timely, accurate and reliable financial and management reporting for Chevron Oronite’s operations in Japan. Ensures financial results of operations are accounted for in accordance with US GAAP and Corporate accounting policies and procedures.  Possesses a broad base of accounting/financial expertise in addition to being an expert in one or more accounting areas.  Uses sound accounting and financial theory to develop reasoned recommendations to address unusual business eventsManages all accounting activities: Accounts Payable, Production and inventory accounting, toll processing accounting, general & cost accounting, pension plan asset, social insurance and payroll.Develops and implements Finance workgroups’ business plans, metrics and resource plan.Responsible for responding and resolving Accounting audit issues with external and internal auditors.  Keeps abreast of local GAAP developments and guides work team in implementing updates to the accounts/SAP system.  May need to involve business units and gather their support and concurrence in order to effect the required changes.  Works with external auditors to address and resolve accounting and internal control issues.  Monitors completion/resolution of pending issues and implement audit recommendations deemed appropriate.Actively pursues continuous process improvements, design and implementation of financial methods, process and procedures to ensure consistent adherence to statutory, management, regulatory bodies for compliance and reporting.  This involves Corporate Accounting Policies and Procedures, GAAP, Company and Tad Laws, Compliance Procedures and guidelines, and Sarbanes Oxley Act (SOX).Also provides counsel and decision support to management in the interpretation, application and compliance with local and corporate statutory/regulatory requirements.Ensure proper and timely preparation and filing of year-end financial statements in accordance with regulations.

Business Analytical and Decision Support

Provides expert counsel on financial matters to a variety of internal and external customers.  Researches, analyzes and explains complex issues, trends, variances, and methodology to Business Units, management, government and other group members in a concise and clear manner.Functions with considerable latitude in dealing with significant and complex issues, where little or no precedent exists.  Solves problems that may require an approach developed from diverse alternatives and precedents.Understands and supports business growth and business restructure by providing relevant, appropriate and timely accounting and reporting guidance.  Able to garner the relevant resources to implement SAP and other related system changes required to support the new business structure.Acts as a key contributor to projects and studies by providing expert accounting and financial advice and solutions.Provides Planning function with analytical support of the consolidation of a business plan, including expenses (manufacturing/non-manufacturing), local tax considerations, capital investment and non-capital projects.Provides monthly analysis for the actual business performance (in terms of sales revenue, product cost, expenses and other considerations).Provides governance over Transfer Price (TP) issues and ensure compliance with Global Transfer Price policies and guidance. Ensure appropriate communication across the organization on TP policy and its changes.

Local Business Planning

Provide analytical support for capital investment and non-capital projects.  Support management initiatives (profit &/or process improvement) such as in-country strategy, government incentive application, market forecast updates, and competitive market analysis.

Tax Compliance, Accounting and Reporting

Responsible for Japan tax activities.  Engages local tax authorities/consultant,   business units, and corporate tax groups, to minimize possible tax exposures work within all applicable laws.  Ensures intercompany service charges are in accordance with local regulatory requirements.Implements and administer tax processes in compliance with local tax reporting and statutes.Responsible for the annual tax submission, review, and checks; for responding and resolving tax queries and issues; and for withholding tax on income of all employees, property tax reporting and withholding tax reporting.Provides oversight and guidance to work team to ensure monthly current and deferred tax computations are performed in accordance with US GAAP and FIN 48 requirements.Ensures monthly effective tax rate reconciliations are performed and reported in a    proper and timely manner.Ensures tax provisions are reconciled at least annually, and the provisions at year end are adequate and supportable.Develops and continuously improve on processes to review balance sheet items with a focus on identifying and validating all timing differences and their potential impact on deferred income tax.

Business Process and Systems

Responsible for coordinating SAP processes.Utilizes detailed knowledge of the SAP system capabilities and functions as a key contributor on projects dealing with development and implementation of enhancements.

Other Job duties

Skills Required:
